MicroInvest [2026-2030]

The Micro Invest Scheme supports small and medium-sized enterprises in Malta to undertake investments that drive innovation, business growth, and operational development. Through a fiscal incentives, the scheme enables businesses to strengthen competitiveness, modernise operations, and enhance long-term sustainability. It encourages investment across key areas that contribute to resilience and expansion.

A key feature of the updated scheme is its focus on employee retention, recognising the importance of maintaining a skilled workforce. Businesses may benefit from tax credits on increases in wage costs, alongside additional support for long-serving employees with sustained wage growth.

Support is also available for a wide range of investments, including machinery and equipment, refurbishment of business premises, and digital solutions such as software and system development.

Business Development

This Business Development Scheme aims to facilitate enterprise investments and transformations that strengthen Malta’s productive base, improve productivity and competitiveness, support expansion into international markets, innovate products and processes and accelerate digital and sustainable development outcomes. The measure is designed to facilitate projects that generate measurable economic gains and, where relevant, measurable environmental benefits


The Speakers

Karl Herrera has been engaged in the development and implementation of various support measures aimed to facilitate investment, research, entrepreneurship, and industry. Over the years he has been involved in the design of financial inst ruments, fiscal measures, other business support projects and initiatives aimed to facilitate economic development and industrial competitiveness. At Malta Enterprise, he currently leads a team responsible for project evaluation and the development of support measures.


Francesca Farrugia works at Malta Enterprise as Head Incentive Design, focusing primarily of development of new support measures for industry and the design and development the documentation package for all incentives. In her role she also coordinates the processes of project review and evaluation . She is involved in the organisation of promotional and training events for client facing staff, stakeholders and industry. In previous roles, Francesca gained extensive experience in corporate communications and in development of business strategies for the creative industries.
